The Packers unveiled plans in August 2015 for a new business district west of Lambeau Field. The proposal called for a four-star hotel, a brewery and restaurant, and a 10-acre public plaza.

The project was named the “Titletown District,” borrowing from Green Bay’s long-standing football nickname.

At the time, the Packers said they planned to invest about $65 million. Estimates from other organizations involved placed the total initial investment as high as $130 million. The team said it did not plan to seek direct public funding, although tax credits commonly associated with developments of this kind could be considered.

A destination beyond game day

The district was presented as an extension of Lambeau Field’s role as a regional destination and as an economic-development project for the surrounding area. The plans followed years of land purchases near the stadium.

The proposal reflected the organization’s unusual position within professional football: a publicly owned team based in the league’s smallest market, with close and durable ties to the Green Bay community.

Plans for the plaza described a park-like setting with year-round programming, including fitness activities and cultural events. An ice-skating rink was proposed for winter, while later phases could include residential buildings.

At the announcement, groundbreaking was anticipated for fall 2015, with completion targeted for fall 2017. Those dates reflect the plan as it was reported at the time.

Anchor tenants and broader plans

The three announced anchor tenants were the 150-room Lodge Kohler hotel, Hinterland brewery and Bellin Health. A Cabela’s store was already located at the western end of the area, with Lambeau Field anchoring the district to the east.

The concept drew comparisons with commercial districts beside other professional football stadiums. The Green Bay proposal was distinguished by its planned public plaza and the possibility of future residences, with the stated goal of creating a space used throughout the year rather than only on game days.
